Matvey  was born on November 6, 1911 in Mogilev-Podolsky, in a family of actors of a mobile Jewish theater. In 1903, the family moved to Odessa.

In 1935 he graduated from Odessa Art Institute, a student of P. Volokidin and T. Fraerman. Then he moves to Kiev. In 1939 he graduated from the Kiev’s Art Institute, ( teacher- A. Shovkunenko).

Since 1939, he participated in national and international exhibitions in Italy, France, Yugoslavia, and Japan. After graduation, he immediately joined the army and was promoted to lieutenant of quartermaster service. In the army he served as an artist headquarters. After demobilization he returned to Kiev.

In 1947 he entered the Union of Artists.

He worked in the genre of landscape painting.

The artist’s works are exhibited in the National Art Museum of Ukraine, Poltava, Nikolaevsky, Berdyansk art museums, Alupkinsky Palace Museum ..

The artist died March 21, 1989.
